UK Regulator Challenges Apple and Google’s Control of App Markets

The UK’s Competition and Markets Authority (CMA) is targeting the dominance of Apple and Google in the mobile app market by suggesting reforms to curb what it terms as an “effective duopoly.” The regulators propose measures to allow app developers to guide users to alternative payment methods outside of the established app stores, a move aimed at fostering greater competition.

Currently, restrictions imposed by Apple and Google limit competition by preventing app developers from offering alternative or more affordable purchasing options. The companies often charge a commission of up to 30% on certain in-app purchases, a fee that has driven some businesses, like Spotify, to redirect users to their websites to avoid these charges. By allowing developers to “steer” users towards different payment avenues, the CMA believes it could grant developers more autonomy and increase competitive dynamics in the mobile app landscape.

In addition to these payment changes, the CMA is evaluating whether Apple should open its near-field communication technology to developers. This move could enable the creation of alternative contactless payment solutions on iPhones, diversifying the options available to consumers and businesses alike.

Apple has expressed concerns that such changes might compromise user security, privacy, and anti-fraud measures, while Google has noted that it has already implemented certain modifications to permit developers to direct users to external payment systems. The CMA’s initiative comes after it designated Apple and Google as possessing strategic market status, a classification that provides the regulator with more power to enforce specific business regulations on these tech giants.

The regulator’s actions aim to dismantle the existing barriers, potentially offering more choices for consumers and businesses in the UK. By challenging the current app store payment structures, the CMA hopes to pave the way for a more competitive and diverse mobile app market.
